Metropolitan Early Warning and Alert Systems

The metropolitan early warning system is designed so that municipal teams and AFAD teams can inform the public and warn against potential dangers within just a few seconds.
Most of the time, the population is first informed about the type of hazard and then given further instructions—for example, to turn on one of the electronic mass-communication channels.
The obligation to install warning and evacuation systems—so that people can be alerted quickly in the event of disasters and accidents and directed to safe assembly areas—is defined directly by law. Such warning duties are generally determined by legal standards including:
• Regulations concerning general occupational safety
• Regulations concerning civil defense
• Fire regulations
• Urban Disaster Risk Management Plans and practices
• Article 24 of Civil Defense Law No. 7126 (KBRN)
