According to the Devlet Su İşleri (DSİ) General Directorate Regulation on Protective Security Measures for Water Structures, published in the Official Gazette No. 30941 on Thursday, November 7, 2029, a Protective Security Measures Risk Analysis Report for HES and dam facilities is prepared and submitted to DSİ. In this report, the acoustic maps of sirens deployed based on risk are also designed on Google Earth and presented to the facilities. In this way, tailwaters and people living around the facilities are quickly warned in advance in the event of a disaster or risk. After the report is approved by DSİ, protective and proactive Early Warning Systems are installed.


Flood and Inundation Early Warning System for HES and Dam Facilities
Through advanced monitoring, warning, and notification systems installed around HES and water reservoirs, residents in the area are proactively warned early in emergencies.


HES and water reservoir early warning systems are mostly small to medium-scale and designed in an integrated manner. In general:
• Monitoring system: Monitoring flood or damage risk by detecting dam damage, gate openings, and by connecting to AGİ units.
• Alerting: Notifying responsible emergency personnel (first response teams) about the emergency via voice or text.


The system basically consists of Siren Unit(s) and a Siren Control Center. Communication between the Siren Control Center and Siren Units can be provided by one or more of the following: radio (VHF/UHF), RDS, GSM/GPRS, satellite, TCP/IP, PSDN, and Wi-Fi.


Which communication infrastructure the system will use is determined as a result of on-site analyses.

  • Acoustic coverage is a process carried out at the design stage to determine, in the field, the area over which each siren will be heard and at what dB sound-pressure level.

  • Before installation, the Acusticus siren/alert and communication system enables RF radio coverage mapping and the selection of communication points within the software, providing pre-installation “as-built” project planning.
